LEADERSHIP 

Russell Moulton, who brings 40 years of expertise in government contracting. He is a recognized subject matter expert in cost and price analysis, source selection, and procurement.  Russell began his career with the Department of Defense, including five years at the Defense Logistics Agency preparing negotiating positions across all military branches. He was also instrumental in implementing telecommunications between agencies via the defense network.  During a 17-year tenure with the Defense Health Agency, he led cost proposal teams in developing source selection recommendations for contract awards exceeding $50 billion. He also secured over 100,000 hours of no-cost technical support through strategic inter-agency partnerships and served as the Deputy and Acting Director of the Program Integrity unit, where he worked with State Attorneys General to combat healthcare fraud.   At the U.S. Bureau of Reclamation, Russell spent 15 years supporting contracting officers through training, policy interpretation, and the completion of over 2,000 peer reviews of source selection documents to ensure quality service and fair pricing for the nation's second-largest hydroelectric power provider.  Russell concluded his federal career at the Office of Personnel Management, where he provided subject matter expertise on cost and pricing and led the development of agency-wide procurement documentation and training.
