Louis E. Vigil is an operations leader with deep upstream, midstream, and drilling support experience across the Permian Basin, Oklahoma, Colorado, offshore assets, and international operations. Most recently, he served as Senior Operations Advisor for Chevron EMED in Israel, where he strengthened operational discipline and workforce capability during periods of regional conflict. Louis had to navigate keeping critical operations functioning at a time of war and address safety concerns for himself and his co-workers. His work included upgrading operating procedures, mentoring facility leaders through shutdowns, startups, and turnarounds, and training teams in safe‑work fundamentals such as P&IDs, isolation planning, and lockout/tagout. He partnered across functions to keep facilities stable, compliant, and resilient under pressure.
Previously, Louis held leadership roles with Noble Energy Permian, elevating field performance and operator competency through major organizational transitions. Earlier at BP, he progressed through roles in Oklahoma and Colorado, leading multi‑discipline teams supporting drilling and workovers while building strong systems for process safety, contractor management, and continuous improvement. Louis also brings thirteen years of offshore experience as an operations technician and relief supervisor, giving him a grounded understanding of risk, barriers, and high‑stakes decision‑making. He has advised organizations on operational excellence, field capability, and safer, stronger performance. Louis is fluent in Spanish, Portuguese and Hebrew.
